Primers in Promoters for Transcription Factor binding sites

Is there any site or Software capable of making Primers in Promoters where that Transcription Factors bind.
I need to those Primers for doing CHIP.

In this site click on "Transcription Factor"
Choose first one--> AHR (Aryl Hydrocarbon Receptor)
and click on search and at the end of the next page click on "View More Genes".
More than 950 target gene for AHR.

I am not sure but it seems that this site above gives us the predicted ones and NOT experimental ones.
