Is this RNA degraded?

[Please See Attachment] I extracted total RNA from a PNT2 cell line and ran on an agarose gel. The two major rRNA bands appear in the 1-2kb regions but look blurry and fuzzy. Is this a sign of degradation, simply overloaded, or is it ready for downstream experiments qRT-PCR? Shown on the left side is a 2-log ladder standard.

is that a formaldehyde (denaturing) gel?

is the ladder dna or rna?

Also: did you heat your RNA before loading? Was it in pure water, i.e. no buffer whatsoever?
