For PCR and qPCR, you use filter-tips to avoid cross-contamination. For cloning, you can use regular sterile tips; cross-contamination is rare. No regular cleaning of pipet is necessary. But it is good to send it back to the company for calibration on regular basis.

Pipettes are very delicate apparatus so they should be handled and cleaned very carefully. Extra care should be taken and follow the guidelines laid down by the manufacturer for cleaning of pipettes.

The filter tips, as mentioned, are your best bet against cross contamination from anything in the barrel of the pipet...Many people have dedicated sets--but that gets spendy!
You can also purchase "RNase Zap" or "Eliminase" (by far cheaper) as a solution that can be put used on a cloth to wipe down your workspace, including the exposed surfaces of your pipettor (I would not suggested opening the barrel and spraying it). I do this as a prep for PCR as I work in open lab space and can never be sure what has touched my workspace.
